Job Description

Job Summary

Provide internal technical support for routine air environmental compliance at the Port Neches (PNO) and Houston (HNO) facilities in partnership with site environmental teams.

Perform monthly emissions calculations , maintain compliance tracking , and prepare regulatory reports , coordinating across sites to align data, methodologies, and deliverables.

Own emissions factors and calculation methodologies and maintain audit-ready technical documentation. Analyze fenceline monitoring data , prepare fenceline KPIs, and support EPA Consent Decree reporting.

Provide technical support to site environmental leadership.

Key Roles and Responsibilities

Air Emissions Calculations & Technical Ownership

  • Perform monthly air emissions calculations for PNO and HNO using operational data, emission factors, and approved methodologies
  • Develop and maintain emissions factors and calculation methodologies (validation, assumptions, data inputs)
  • Ensure emissions calculations are consistent and technically sound
  • Maintain clear, audit-ready documentation for calculation methodologies and assumptions

Regulatory Reporting

  • Prepare or support routine regulatory reports (e.g., emissions inventories, MECT/HECT, Title V, TRI, 40 CFR 60 Subpart Db, 40 CFR 63 Subpart EEEE (OLD), F/G/H (HON), FFFF (MON) reporting)
  • Track Title V deviations and maintain supporting documentation
  • Submit accurate, complete deliverables on time
  • Maintain documentation supporting regulatory submittals and internal compliance reviews

Fenceline Data Analysis & Reporting

  • Analyze fenceline monitoring data for compliance and potential emission concerns
  • Prepare monthly fenceline KPIs and performance summaries
  • Manage EPA Consent Decree fenceline monitoring, including public posting of investigation results
  • Identify trends, anomalies, and recurring patterns in fenceline data
  • Recommend targeted actions to reduce fenceline alerts and improve performance
  • Collaborate with site teams to align interpretation and response strategies

Continuous Improvement & Capability Development

  • Standardize emissions calculation methodologies, emissions factors, and regulatory reporting processes across PNO and HNO
  • Improve efficiency, data quality, and consistency in calculations, reporting workflows, and fenceline analysis
  • Transition consultant-performed activities (e.g., emissions reporting, compliance tracking, fenceline analysis) to internal processes and systems
  • Improve tools, templates, and data management for emissions calculations, reporting, and fenceline KPIs
  • Strengthen internal documentation and technical resources to sustain cross-site alignment

Required Qualifications

  • Bachelor's degree in Engineering (preferred) or Environmental Science
  • 5-10 years of environmental compliance experience with air emissions calculations
  • Petrochemical or chemical manufacturing experience
  • Experience developing and maintaining emissions factors and calculation methodologies
  • Working knowledge of air compliance programs (e.g., TCEQ, NSR, Title V, 40 CFR 60, 40 CFR 63)
  • Advanced Excel skills
  • Strong attention to detail to manage recurring deliverables
